Sometimes birds found on the ground are young ones that mama bird is teaching to fly. They will apier disoriented and scared, but that is natural. It is best to leave them alone for mm to take care of, as the origional parent bird will give that bird the best chance for survival. Rehabilitators are flooded with calls all summer as birds start leaving the nest. The juvinile birds are nearly the same size as an adult bird, and most times are fully feathered.
Birds sometimes suffer from illnesses. A bird that is having trouble standing or looks dizzy and falls down alot should be reported to your nearest CDC to be examined. Do not move or touch the bird, as you are putting your own health at risk!
For help with a bird with an obvious injury, google ... wildlife rehabbers in your area. The local or state has a list of people in your state with a raptor rehab license. They are the most qualified to help an injured bird.
